where is pspell-devel?

You will need pspell-devel (obligatory) and gnome-print-devel (optional)
packages for building balsa. Get also gnome-doc-tools or alternatively
install png-support-3.?.dtd and gdp-both.dsl files yourself.
Now i went to both pspell and aspell homepages and didn't find anything
about pspell-devel.
Right now I am using Balsa 1.0.0 and, although i have pspell installed
Balsa refuses to spell check, because it says that "I can't find any
suitable word lists for the language tag 'en'". Thus, i haven't tried to
compile 1.0.1 yet, because i want to have everything at hand so that it
includes everything that i need (gtkhtml support and spell checking).
Any help on this would be appreciated.
