Because having own address book is against the gnome modularity
principle. It is mentioned either in the "It's not working!" section of balsa
help that balsa uses standard location of the gnomecard address book
~/.gnome/GnomeCard.gcard - I hope it will solve your problem.

The address book patch is included in the CVS version of balsa. I am
going to pack it today and place it on the website as an exerimental version
(but is is most likely all in all better than balsa-0.8.1 which wasn't
really fortunate, my fault).
