Including a configure file in CVS

Someone has posted a bug (17274) about having configure included in CVS, in
order to prevent people needing to install autoconf et al.

I totally disagree with this, since if you can't handle having these things
installed, you really shouldn't be playing with CVS versions, no other package
that I can think of (at least in GNOME CVS) includes things such as this in
CVS, and it just causes headaches for developers.

I was just about to close the bug, but I thought it might be poilite to check
with other people.... ;-)
