I think you'll find that:
- if you uncheck `Wrap Outgoing Text at...', your subsequent outgoing
messages aren't wrapped. Any message in progress isn't affected.
- if you uncheck `Wrap Incoming Text at...', messages you read in any
new message window aren't wrapped. Any message window that's already
open isn't affected. However, that includes the preview pane in the
main window (which is all I use!), so that wouldn't reflect the change
until you next start Balsa.
I've entered this at http://bugzilla.gnome.org/show_bug.cgi?id=63670
(as an enhancement :), and added a small patch to synchronize the
preview pane with the checkbox on the preferences page.
