Forget 1.1.0, it is sooo old. Upgrade to balsa-1.2.3 instead. rpm -ba
balsa-1.2.3.tar.bz2 may (or may not) build nice rpm packages for you. You
can try also RH packages, they may (or may not) work on mandrake.
