[PATCH] : filters

	Hi all,
this patch correct one (among a billion of others :) FIXME in 
filter-file.c.
It avoids the "Ugly hack" (tm) that was used to keep conditions order when 
loading a filter. This is now independent of the way gnome-config will 
retrieve the conditions sections.
Patch is against balsa-cvs (branch BALSA_FILTERS), it only affects 
libbalsa/filter-file.c
