The easiest and the simplist would be tcl/tk using wish. I have
found various gui-based programmes that use this setup and the
language is relatively easy to learn (by the end of the weekend,
you're pretty much ready to make your own IRC client).
If you have your own consol programme and want to move it over
to an X GUI, you could, however, use GLade--that, among other
things, is the exact reason it has been created.
