Isn't that what we have now? Root defines if it can be used at all, and
specifies the upper time limit. If globally enabled, each user can decide
for each passphrase (s)he enters if it shall be chached and define its
lifetime (So you can see I am paranoid^Wcautious?). Or did I miss your
point here?
