default encoding during compose

Hello,
Is it possible to change default encoding during message compose?
Currently I'm using balsa 2.0.10, and my locale (LANG, LC_ALL) are set
to lt_LT.UTF-8. However each time balsa sets default encoding to
ISO-8859-13, and I have to change it manually to UTF-8 :-(
