Yes, the icon-theme stuff is Gtk-2.4-dependent.  The only way  
I've found so far to make it work involves installing Balsa's xpm  
files in some shared location, which will require some changes to  
the build procedure, so I propose that we postpone it until we  
have a Gtk-2.4-required source tree--setting that up in the  
current tree, which still supports pre-2.4 Gtk libs, would be a  
nightmare.
