I didn't see it on this list, but such an algorithm would certainly be  
the optimal solution.
Otherwise you'll select one charset and it will be used for all broken  
messages. Is there any good reason someone won't have this set to his  
current locale? Then you could simply make this behaviour the default  
one and have no question marks to be used at all.
