Totally disagree. This is the most friendly behavior I've seen.
One of your application can decide to show up at a random moment when
you're in the middle of something (e.g. typing something) and looking
at something else then a screen (reading a paper on the table). The new
window can silently mess up your work taking the focus away.
On the other hand, if you expect the Balsa window and looking at your
screen your probably notice the bubble telling you the Balsa wants to
show up.
Anyway Gnome-shell behavior seems great for me.
