This change in behaviour (sic) will make balsa much more useful to
the many who do not use American English.
It would be even better were Balsa to respect the environmental variable
LANG, but the coding effort required to do this might not be worthwhile.
One feature that Alpine offers is to spell-check each message before
sending. This might be a feature that could be offered in Balsa.

Yes, I believe there is. I'll push a patch to git master, and if it survives
testing it will be in the next release.
Background: if I recall correctly, and it's quite possible that I don't,
saving the chosen language was first implemented when Balsa began using the
GtkSpell in-line spell checker, and for technical reasons it didn't work with
the internal dialog-based checker. Later rationalization of the code
eliminated the technical issue, but save and restore was never extended to
builds using the internal checker. I may be missing some issues, but we'll
test it in git and, as I mentioned, if it works it will be in the next
release.
