The genre for radio is the same thing as genre for music tracks: the
content of the dropdown is the list of the different values in the
database.
So if the database is empty, it's going to be empty.
You should always be able to type something in the text field when
your adding a radio station. If you can't, then that's a bug.
I guess the idea is that you can't really have default genres that
will make everybody happy: one person's "Rock" is another person's
"Indie Punk Folk Rock"... ;)
