You are mistaken.
mkisofs did have lots of bugs and Debian added plenty of Debian specific bugs.
The fact that Debian did not change things just verified that Debian is not
interested in delivering what users need.
genisoimage does not add Joliet by default, but it creates ISO images with
buggy content in general.
genisoimage also does not really support the UDF filesystem as there is no
support for the usual file meta data and files beyond plain files and
directories.
BTW: this lib you are talking about does not support UDF at all even though it
is needed for DVDs and Blue Rays.
So if you like to get what you need, use mkisofs - Major version 3 or better.
