The more I use bst the more issue 38 hurts me. I raise this issue now 
and again when its pertinent, and I am happy to see we finally have a 
path way for this as mtimes have recently been added, I don't think 
there are any blockers for adding this before bst2.

Now that the issue for this is on the milestone I though I would add a 
note here as well, for those that prefer to play along on the ML.
