	Fix step interpolation for radar plots by introducing a new
	go_path_arc_to function, which will not start with move_to like
	go_path_arc.

	* goffice/utils/go-path.c: (go_path_arc_to) new.
	* goffice/graph/gog-chart-map.c: (polar_make_path_step) use the new
	go_path_arc_to function.
