Last changes ever (I hope) - we're abandoning this for more intensive 
use of Bugzilla to help us with prioritization. We use Bugzilla to track 
all of our work right now, but we're migrating toward more effective use 
of priority, severity, target milestone, and bug age to help us 
prioritize.
