* runxmlconf.c Makefile.am: add a C program to run the W3C test
suite, work in progress
* xmllint.c: add a new option --oldxml10 to use the old parser
* parser.c: fix the XML_PARSE_OLD10 processing of the new option
and a bug in version parsing
