    	Bump gstreamer requirement to 0.10.28.
    
    	* configure.ac: Bump gstreamer requirement to 0.10.28 because of new
    	properties (for the TheoraEnc plug-in) and new plug-ins (queue2,
    	subtitleoverlay and audiorate) that are included from those core and
    	base releases.
    
    	Fixes bug #612563 (David King)
