[librest] build: generate .pc files at build time

    build: generate .pc files at build time
    
    The pkg-config files for librest would only be generated on install
    time, which breaks the android port, pulling things from the build
    tree. Add a dependency for the .pc files on all-local, so they are
    create already when building.
