[gnome-builder] menus: add preferences back to perspective selector

    menus: add preferences back to perspective selector
    
    This is a dialog now, but we can duplicate the menu entry here since people
    seem to file bugs regularly about not being able to find it anymore (as it
    is in the app menu).
    
    Fixes #476
