ci: Use Fedora 29 rather than Rawhide in CI
Rawhide breaks too much (for example,
https://gitlab.gnome.org/GNOME/folks/-/jobs/141496, where coreutils was
conflicting on upgrade).
Drop installing @buildsys-build, since installing the build deps for
folks does all of that.
