[cogl/cogl.msvc.new: 10/19] Cogl-Path: Mark public symbols for export

commit 5071db7b27679a91bc04d2488693e389235915fe
Author: Chun-wei Fan <fanchunwei src gnome org>

Cogl-Path: Mark public symbols for export

This way we can use compiler directives to export public symbols, so
that we do not need to kepp cogl-path.symbols around anymore, reducing
    maintenance efforts.
