    app: in gimppaintcore-loops, mark algorithms as mandatory/suppressed
    
    In gimppaintcore-loops, use {Mandatory,Supressed}AlgorithmDispatch,
    added in the previous commit, to mark certain algorithms as always
    occuring, or never occuring, in all hierarchies.
