    Revert "Revert "Tag Mutter""
    
    This reverts commit 93b96b6b8f4b0a09eaa3b7818e0a3161e034552b.
    
    Back to tagging Mutter, because the GNU libc in Continuous doesn't have
    getrandom() even in linux/random.h. We're going to need a local patch
    for the syscall.
