[gnome-build-meta/valentindavid/ccid-drivers: 7/7] Add systemd user units for gnupg

commit 255f5345051a315db0a7fd09d702bc0b6040f113

    Add systemd user units for gnupg

    These are not enabled by default, but it simplifies setup
    of gnupg as ssh agent in order to use hardware keys for ssh
    (for example). In this case the user would:

    ```
    systemctl --user enable gpg-agent-ssh.socket
    ```

    And then in `.bashrc`:

    ```
    export SSH_AUTH_SOCK="${XDG_RUNTIME_DIR}/gnupg/S.gpg-agent.ssh"
    ```
