[gimp] Use %NULL instead of NULL in gtk-doc comments

    Use %NULL instead of NULL in gtk-doc comments
    
    This allows comments in bindings to other languages to use their
    equivalent of `NULL`, e.g. `None` in python or `null` in Vala.
