[gtk/image-loading: 11/24] Add code to load and save tiff files

commit d00d5d5a7ae81b87ed7b0c57e889bc288f9ce599
Author: Matthias Clasen <mclasen redhat com>
Date: Fri Sep 10 12:47:14 2021 -0400

Add code to load and save tiff files

Add support for the tiff format, which is flexible
enough to handle all our memory texture formats
    without loss.

As a consequence, we are now linking against libtiff.
