content: fix GIMP 2.10.28 news.
Thanks to Liam for intro rewording, and adding Windows fixes in "In
brief" section.
Thanks to woob for proposing to clean out the "(displayed as “Edge
handling” to the user)" text (the precision made more sense when the
prop name was very different).
Also fixing an unclosed parenthese.
