Require Pango 1.48.11
This is to get the fix for text that is not scaled uniformly, from
https://gitlab.gnome.org/GNOME/pango/-/issues/620
As far as I can tell from checking a few distros, everyone that
distributes the librsvg 2.52.x series is already on at least Pango
1.48.x, and some are up to 1.49.x.
