New tarballs requirements

Hello everybuddy,

I just wanted to point out that:

* gnome-session 1.5.16 won't start gnome-settings-daemon unless you
upgrade to control-center-1.99.7 (not released yet). This is because of
the binary name change.

* gnome-panel 1.5.17 requires libwnck from CVS (it builds with 0.7, but
won't work).

* eel 1.1.10 requires gail 0.13 (not on ftp.gnome.org yet).
