Hi,
I think the right thing is that the gedit file selector should allow
you to specify the file encoding.
gnome-terminal HEAD has a table of encodings with human-readable names
that might be useful to someone. (I got it from Mozilla.) We may want
this in glib or something sometime. I dunno.
