gnome-control-center and Nautilus

Ok, is it just me or does the gnome-control-center start off in the
wrong place?

What do I mean?

It seems that most users expect to see more than just their desktop
preferences when they go into something called a control center. They
expect to see something much more akin instead to the start-here view.

It has IMO all the aspects of a control center that the end user usually
expects to see.

Applications -- a place for them to edit their applications menu.

Desktop Preferences -- a place for them to set the desktop stuff.

Server Settings -- a place for them to configure server stuff like
services and all.

System Settings -- a place for them to get to the distro System
Configuration tools.

Doesn't this seem like a more logical starting point for a Control
Center as opposed to Desktop Preferences?

Or is just me?
