cvs bug-buddy

so i've just added some support to bug-buddy to send bug reports with an
external mailer (in order to fix bug #56574 and to be nicer to use in
general).

i'd like to get some feedback on this if people could try it out. some
concerns:

1. is this a bad idea?
2. should it have you type the description and subject in before
spawning the mailer?
3. does it totally not work?

also, i would like to add other mailers to the list of default ones. 
send me how to run them if you want your mailer added there.

one more thing - there's also gui support for setting the http proxy,
but that isn't hooked up yet, and there are some other gui things in
there (ie, setting up a custom mailer) that don't do anything right now,
so don't bother reporting these to me.
