pango-devel-0.23 depends on frididi ?!

when compiling (rpm -ta) pango-0.23.tar.gz, everything compiles fine.
However when trying to install the binary RPM's, it complains that
pango-devel requires fribidi-devel.
From what i understand fribidi was rolled into pango, and was no longer
a dependency. (since i do not have fribidi installed and everything
works and compiles fine, i assume this is true).
Sounds like the dep in the .spec file for the -devel package needs to go?
