gnome-control-center build failure

The fix isn't obvious to me; just removing the include doesn't work since the relevant
functions don't seem to be in any other headers.

I approve of remerging control-center-plus, but I think it might be good to check
to see if the capplets in it actually _built_ before adding them to SUBDIRS :-)
