The correct one is the one that gets merged in the menus for
applications: and preferences:. Have a look at the files in
/etc/gnome-vfs-2.0/vfolders/. For gnome-vfs-1.9.10,
$datadir/gnome/capplets and $datadir/control-center-2.0/capplets are
merged.

I think it would make sense to use $datadir/gnome/capplets for all the
.desktop files that aren't provided by gnome-control-center.
