BOTH_HORIZ for GtkToolbar in gconf?

First, pliz take a look at this link:

I can set toolbar style of BOTH_HORIZ with glade2.
but gnomecc2 support only classic 3 items of icon/text/both.

after trying a little hack to gnome2-ui-properties, I've found that it's not matter of gnomecc2.
more basis of gnome2 involved.
but I cannot sure which package does actually: gnomecc2, gconfd, or anything?
so I post this 'help me!' message here.

I think it's not really hard to support BOTH_HORIZ for toolbar_style.
in which package?
