Generally correct. But please don't confuse "feature frozen" with "stable". The reason for freezing features is to then make it stable and, finally, rock solid. However, for the most part, CVS HEAD has remained fairly stable for months now (module minor inconveniences that can usually be fixed with a few minutes thought or going back a commit or two).
