It's not consistent with much else -> other libraries have used three digit
minor numbers (x.xxx.x), haven't been "packageNUMBER-NUMBER-VERSION", etc.
This just gets *really* messy on the ftp site, and is inconsistent with
other more common versioning systems. Hopefully this GEP will help to
rectify these problems.
