Right.  If we took the plunge and decided to call it "Universal Access"
instead, then we would solve this problem (in English locales anyway)--
it would put us right near the bottom of the menu, which usability-wise
is pretty much as important as position as near the top :)

Right; I think the only reason we dismissed that option originally was
because we weren't sure how many tabs it would end up having.  Any more
than 5 or 6 and we'd end up having to split things out into individual
capplets again.  Maybe that day is so far down the line that it's worth
doing in the interim, though.
