Well, I think GNOME project already has two browsers: Galeon and Epiphany.
Both are quite similiar in features (small difference is in number of menu 
entries)
Phoenix look like more Epiphany (But I am making suggestions refering to Epi 
screenshot only, I don't have it installed)
Does it work better than Mozilla? Yes, for sure. I can confirm this.
But is it *fast*, in all meanings of this word (stratup, scrolling, open new 
page, rendering, close page, exit)?  No.
I believe fundamental problem here is in Mozilla code itself.
(to be fair:  KMeleon on Windows, based on Gecko, works much faster!)
If GNOME project really looks for good & light & fast rendering engine - than 
KHTML should be used. That's my personal opinion.
