gnome-panel docking

Hi folks!

This is my first post :o)

I am trying to isolate the gnome-panel code responsible for the
docking feature. I intend to make a reusable portion of code which
will hopefully add that capability to other apps, such as gnomeICU.

Do you guys think this is a valid effort?

If so, I'd like to contact the authors of that portion of the code
in gnome-panel... are you there?
