It's kind of hard to tell how useful that would be without some simple
usability testing, but my hunch is that it's probably not necessary, as
people probably don't need to use the same or nearby toolbar controls on
repeated visits-- it's probably more random than that.  But I reserve
the right to change my mind about that later :)

Not having a memory would be inconsistent with the way panels currently
work, but I think that's probably justified: panels potentially contain
status indicators and monitoring-type applets which a blind user may
well want to hear about immediately on repeated visits to the panel over
a period of time, for example.
