"Encoding" key in the desktop entries

Some desktop entries in core modules lack the required by standard [1]
"Encoding" key. The count:
1 acme
12 gedit
1 gnome-applets
1 gnome-media
2 metacity
8 nautilus
1 procman
Another probably more serious problem is that current desktop code
apparently assumes UTF-8 for the ones without "Encoding", when again by
standard its supposed to assume Legacy-Mixed.
This currently works because all core dekstop entries are translated in
UTF-8 but changing it to adhere to standard would also require patching
all the desktop entries without encoding.
I guess fixing this requires some sort of release-team
management/approval
