Well, the existing dialog is "Keyboard Accessibility". It also targets
a different audience. Calum and I discussed it, and this was our
conclusion (separate dialog).

Well, I dunno. I still think 'Accessibility' might be better since deaf
users might not think to go to "Sounds" for this.
The point is that we already have a rollover for the Accessibility
submenu, so putting these there doesn't appreciably clutter things - it
could be argued that it helps by not adding stuff to the more crowded
menus and dialogs.
