XIncludes are beneficial if you can't augment the DTD for the document.  
The case I can think of is where a document is assembled using a number 
of system entities -- the files expanded as entities can't define their 
own entities.  Of course, if you control the top level document, this 
isn't a problem.  It might be a problem if you include the same fragment 
in a number of documents.

The other reason people might prefer XIncludes is the increased locality 
-- with entities, you need more of a global knowledge of the document.
