libwnck branched for 2.8

libwnck was never branched for GNOME 2.8, but some commits requiring
GTK+ 2.6 had been done. So I branched libwnck from the 2.8.1 tag.
The 2.8 branch is gnome-2-8.
All the crazy stuff is for HEAD.
