These are not the same.  The Developer Platform is separate from the
Desktop Platform.  The former is the set of stable public APIs, the
latter is the set of user applications.  Many apps have APIs they export
but as they are neither stable nor complete, they are not defined as
public and thus not a part of the Developer Platform.
